Blue Economy in The Bahamas

What is the Blue Economy?

The first official use of the term "blue economy" was at the 2012 United Nations Conference on Sustainable Development, and it was depicted as an evolving concept that recognizes the need to maximize the enormous economic potential of the ocean while preserving it (Failler, 2020).

The BE is defined by the World Bank (in Bethel et al, 2021) as the sustainable use of ocean resources for economic growth, improved livelihoods and employment, and healthy ocean ecosystems.

It encompasses a range of interconnected activities including fisheries, tourism, shipping, offshore renewable energy, aquaculture, ocean mining, and marine biotechnology (Bethel et al, 2021).

The BE emphasizes the need to preserve the integrity of the marine environment and heritage for present and future generations.

Business Opportunities Analysis

Strategic Location and Natural Resources: The Bahamas’ geographical position in the Caribbean offers strategic advantages for tourism, maritime activities, and access to regional and international markets.

Success case of Export Species: Spiny Lobster with MSC certification.

Established Tourism Sector: The tourism sector offers a steady client base for Blue Economy services such as eco-tourism, marine leisure activities, and seafood consumption.

Bahamian Imprint: Numerous entrepreneurs offer products and services that are distinctly Bahamian, showcasing the culture and unique qualities of the islands. This helps to promote Bahamian heritage and reinforces the authenticity of local products, creating a memorable experience.

Clusters: Some MSMEs are already collaborating with each other in Cluster initiatives

High Operational Costs: High costs of utilities and equipment make it challenging for MSMEs to operate profitably, especially those requiring cold storage and specialized machinery.

Lack of Skilled Labor: Difficulty in finding and retaining skilled local labour for technical marine roles, including divers and technicians, limits expansion.

Limited Access to Financing: Complex application processes and limited sector-specific financing options for MSMEs restrict business growth and expansion opportunities.

Inadequate Infrastructure in Family Islands: A lack of essential services (e.g., banking, reliable internet) and poor road and port infrastructure hampers MSME development outside of main hubs.

Seasonal Revenue Fluctuations: Seasonal tourism cycles lead to inconsistent cash flow for MSMEs in tourism and hospitality, affecting financial stability.

Interest in hiring locally: Big companies have an interest in hiring locally to be able to promote local labour and help Bahamians.

Niche Market Development: Expanding into niche markets such as sustainable seafood, marine biotechnology, and cultural and eco-tourism could differentiate Bahamian MSMEs from global competitors.

Possibility of obtaining certification for new MSC species.

Innovation in Waste Management and Resource Recovery: With growing concerns around pollution, developing waste-to-energy initiatives, marine litter repurposing, and nutrient recovery systems present growth areas.

Renewable Energy Integration: Investments in marine renewable energy (e.g., floating wind turbines) could decrease operational costs and enhance environmental sustainability.

Cluster Development and Joint Ventures: Collaborations between MSMEs, larger firms, and government can foster cluster development, supporting infrastructure and resource pooling, which would help reduce individual costs and increase market reach.

Access to International Grants and Partnerships: Tapping into international Blue Economy-focused programs and partnerships could bring funding, expertise, and market expansion opportunities for Bahamian MSMEs.

Rich Marine Biodiversity: High marine biodiversity supports sectors like fisheries, tourism, and biotechnology, creating a solid foundation for Blue Economy growth.

Growing Support Programs: Programs like SBDC grants and mentorship for MSMEs are available, providing financial and advisory support for business growth.
Strong Local Demand for Sustainable Practices: Increasing awareness of environmental sustainability supports a market for eco-friendly and marine-friendly services and products.

Increment of Overnight stays: Provide the opportunity to incorporate new activities for tourism (recreational, transport, food and beverages, etc).

Global Competition: Strong competition from low-cost international players in shipbuilding, seafood, and eco-tourism may limit market share and pricing flexibility for Bahamian MSMEs.

Environmental Vulnerabilities: Natural disasters and climate change impacts, like hurricanes and sea-level rise, pose risks to the marine environment and infrastructure MSMEs rely on.

Regulatory and Bureaucratic Challenges: Lengthy permitting processes, high fees, and complex regulatory requirements, especially for exports and research permits, can stifle growth and innovation.

Overfishing and Ecosystem Degradation: Unsustainable fishing practices and declining marine resources could reduce biodiversity, impacting tourism, fisheries, and other Blue Economy sectors.

Cultural Shift Away from Maritime Professions: A trend among younger Bahamians to move away from maritime careers reduces the local talent pool and increases dependence on foreign labour, which is restricted under current regulations.

Food Security: The Bahamas relies heavily on imported food, with an estimated 80-90% of its food supply sourced from other countries. This dependence exposes the country to global supply chain disruptions, price volatility, and external economic shifts, which can directly impact food availability and affordability.
